Принципът ”замърсителят плаща” | Green Deal Podcast #15

Доклад на Европейската сметна палата уточнява, че принципът „замърсителят плаща“ е в основата на политиката в областта на околната среда на ЕС.

Прилагането му е следното: замърсителите трябва да поемат разходите, свързани със замърсяването - разходи за предотвратяване, контрол и отстраняване на замърсяването.

Идеята е замърсителите да бъдат ограничени да нанасят щети на околната среда. Ако това се случи - те да носят финансова отговорност за причиненото от тях.

Какви обаче са ползите и какви са ограниченията на този принцип и защо проблемът със замърсяването на околната среда е в ръцете на човека – в ръцете на съдиите, на замърсителите, но и на контролните органи?

Summary:  

A report on the implementation of the "polluter pays" principle of the European Court of Auditors specifies that this principle is at the heart of the European Union's environmental policy. The application of the principle is as follows: polluters must pay the costs associated with pollution, incl. the costs of pollution prevention, control and remediation. The idea being that polluters should be restricted from causing damage to the environment and if this happens - they should be held financially responsible for what they have caused. However, what are the benefits and what are the limitations of this principle and why is the problem of environmental pollution in ours hands  - this is the responsibility of the judges, the polluters, but also the control authorities and politicians.
